Cannabis advertising: the situation in Germany
Since partial legalisation on April 1, 2024, cannabis has become part of everyday life in Germany. Yet cannabis advertising remains one of the most heavily regulated fields in German marketing. Anyone building a cannabis, CBD or hemp brand has to understand two sets of rules at once: the law and the platforms.

What the law says: CanG, HWG & co.
Recreational cannabis: far-reaching advertising ban
The Cannabis Act (CanG) contains a comprehensive advertising and sponsoring ban for recreational cannabis and cultivation associations (§ 6 KCanG). Classic product advertising (billboards, spots, ads) is practically ruled out for recreational cannabis.
Medical cannabis: pharmaceutical advertising law
Medicinal cannabis is governed by the MedCanG and above all the Pharmaceutical Advertising Act (HWG): prescription-only medicines may not be advertised to the general public, only to professional circles. What that means for brands in practice is broken down in our MedCanG advertising guide.
CBD & hemp: the category decides
Hemp advertising for CBD products, hemp foods or hemp fashion is fundamentally possible, but the product category determines the rules (cosmetics, novel food, aroma products). On top of that come the platform policies, which are often stricter than the law. Details in the CBD advertising guide.
What the platforms say: the second hurdle
Even where the law would allow advertising, the big platforms block it:
- Google Ads largely rejects cannabis and CBD ads in Germany
- Meta (Facebook/Instagram) regularly suspends ads and entire ad accounts
- TikTok treats cannabis content restrictively, up to throttling reach
The consequence: paid ads are not a plannable channel for cannabis brands. If your growth is built on ads, it’s built on sand.

The successful brands of the scene grow through channels that neither law nor platform can switch off:
1. Events & trade fairs

Even where product advertising is banned, corporate communication remains possible: brand, attitude, culture, education. This is where the trust advantage is built.

- Relying on paid ads and starting over after the third account suspension
- Ignoring advertising bans: warnings and fines cost more than any consulting
- Underestimating the community: ad-speak is spotted and punished instantly
- No SEO foundation: if you can’t be found, you don’t exist for searchers
- One-off actions instead of presence: trust is built through repetition, not a single booth
